You can cancel by saying “Cancel” (or the phrase you’ve set). The alert can be stopped quickly before it escalates.
Soft emergency means quiet, targeted alerting — security and your contacts are notified without loud alarms, so a false alarm doesn’t cause chaos. Hard emergency is when the system escalates because no one has responded or cancelled: then loud alarms can go off to alert more people.
